SE lauched PN Arena. They want to make money on the content. I know that they do not earn much on music (some CEO form SE said this that almost all goes to record label).  So what was the purpose of having PN A? There was F&D integrated with SE page with games, themes ringtones which was very successfull service. Now we have F&D, PN Arena (unfortunalety only credit card or sms payments is a limitation) and now PN+ on which there are giving music for free.  What's more according to information PN+ has more tracks than PN A??
